More electrons ≠ better conductor

More valence electrons make the bond stronger and the melting point higher — but not necessarily the metal a better conductor. Conductivity depends on how far electrons travel between collisions, not how many there are. Silver releases one electron per atom and beats every other element; tungsten releases six and manages less than a third of silver's.

Shown as steps for clarity

In a real metal there is no “before” — the lattice and its electron sea settle into place together, as one energy minimum. The orbiting electrons are a simplification too; real valence electrons occupy diffuse orbitals, not neat circles.
